The programme preparation phase took place in 2000-2001. The pilot phase in 2002-2004 included eight Finnish and six sub-Saharan African local governments. During the programme phase 2005-2007 there were 13 local government co-operation projects. During the last programme phase 2008-2010 there were 16 linkages in the programme.
